Update:
The corp has told me that they will cut back the flow to the equivalent of about one generator at 4:00 pm on Friday, February 08, 2013.  This will mean the tailwater height will be about 270 which is about 4 ft above the low water level.  This is still too high for most wade fishing,  but should be good water for drifting.
